"USDA Approved Flooring" Doesn't Exist. Here's What Actually Passes Inspection.
We see the phrase in specs. In bids. All over flooring marketing.
"USDA approved flooring."
Here's the thing: USDA hasn't approved a flooring product since 1997. That year, it eliminated its prior-approval program for plant drawings, specifications, and equipment. No USDA office keeps an approved flooring list.
So what does exist?
Performance standards. Rules that describe what your installed floor has to do, in service, on the day the inspector walks in.
Let's look at what those rules actually say, then at the five things that decide whether your floor passes.
What the regulations really say
Short version: a handful of sentences carry the whole load.
USDA FSIS (meat, poultry, egg products). Under 9 CFR 416.2, floors must be "built of durable materials impervious to moisture" and cleaned and sanitized as needed. The same section requires adequate floor drainage anywhere floors see flooding-type cleaning or process liquids.
FDA (food manufacturers under FSMA). Under 21 CFR 117.20, plants must be built so floors, walls, and ceilings can be "adequately cleaned and kept clean and kept in good repair."
FDA Food Code (food establishments). Floors must be smooth, durable, and easily cleanable, and nonabsorbent in areas subject to moisture.
Read them together and your floor needs to be:
Impervious to moisture
Cleanable, and actually kept clean
Durable, and kept in good repair
Drained, wherever liquid hits the floor
Notice what's missing. Not one of those rules names a product.
That's why "approved" is the wrong question. The right question is: will this floor still meet those four requirements in year eight, after 3,000 washdowns?
1. Impervious and seamless
Bacteria don't live on smooth resin. They live in cracks, open joints, porous grout, and damaged patches.
That's why most food plants use seamless resinous systems. No grout lines. No seams. One continuous surface. It's also why polished concrete, which leaves joints open, doesn't belong in wet processing rooms. And pharmaceutical facilities apply the same logic even more strictly.
But "seamless" only lasts as long as the slab underneath holds still.
At American Licorice Company, our division manager spotted a risk before it became a problem: hairline cracks could telegraph through at the cold joints. So we proposed a change order and bridged every cold joint with a flexible epoxy underlayment and fiberglass mesh before installing 43,868 square feet of 3/8" polyurethane cement.
That's the kind of detail that decides whether a floor is still seamless in five years.
2. Integral cove base (where floors really fail audits)
Walk a food plant with an auditor and watch where they look. It's not the middle of the floor. It's the corner where the floor meets the wall.
A square 90-degree corner collects water and debris, and it's nearly impossible to clean. An integral cove base curves the floor up the wall in one continuous material, so there's no joint to harbor bacteria.
At Select Milk, we trowel-applied PurCem cove base as part of the system. At American Licorice, we built 1,200 linear feet of seamless 18" curbs.
And don't forget the walls themselves. Leeland Baking Company, which supplies buns to Walmart, HEB, and Kroger, had cinder block walls where vinyl coverings and paint kept failing, with USDA audits looming. We installed a USDA-compliant wall coating system across 1,900 square feet and 168 linear feet of wall. Floors pass audits. Walls fail them.
3. Slope to drain
This is the requirement that separates good installers from everyone else. Water that doesn't reach the drain pools. Pooled water breeds bacteria, creates slip hazards, and gets flagged.
Sanitary design guidance commonly calls for floors sloped at 1% to 2%. That's about 1/8" to 1/4" of fall per foot of run.
Our president, Tim Hicks, has more than 30 years in this industry, and he's blunt about the low end of what gets specified:
"1/16" slope per linear foot is flat and will not move water from point A to point B without ponding water."
His advice if you see it in a spec: question it.
Three more slope details that bite:
Doors. Doors that swing into a sloped room may not clear the new floor elevation. Solve it before you start, not after.
Materials. Slope is built with cementitious, epoxy, or urethane mortar. The right one depends on what goes over it, so get the manufacturer involved.
Water test before the finish goes on. Birdbaths are easy to fix in the underlayment and miserable to fix after.

4. Thermal shock and chemical resistance
Food plants are brutal on floors. Hot washdowns. Caustic cleaners. Organic acids, fats, and sugars. Freezer transitions.
This is where urethane cement usually beats epoxy. (We covered why in our epoxy vs. urethane cement guide.)
At Select Milk in Littlefield, a dairy plant built to process more than four million pounds of milk a day, we installed 130,000 square feet of Sikafloor PurCem. Midway through prep, we found fiber-reinforced concrete nobody had anticipated. We adapted with a PurCem scratch coat as a primer and kept going.
The client's verdict, from Steven Cooper of Continental Dairy: the long hallways usually make imperfections easy to spot, "But there are NO imperfections with this product." They hired us back for their butter production expansion.

5. Texture you can still clean
Here's a tension nobody warns you about.
More texture means more grip on a wet floor. More texture also means more surface to clean.
Too smooth and people fall. Too rough and sanitation crews can't get it clean.
The answer is to tune texture by room. Heavier broadcast aggregate in wet processing zones. Smoother finishes in dry areas and packaging.
Gleeson Constructors summed up the balance on the 65,000 square foot Advance Food Co. ready-to-eat plant we floored in Enid, Oklahoma: the floor needed proper drainage to prevent ponding, "yet provide enough texture to prevent slipping on wet floors."
Working in a plant that can't shut down
Most food plants don't get a clean, empty building. You're working around production.
That means phasing work area by area, choosing systems that return to service fast (including fast-cure systems like MMA where odor isn't a problem), and coordinating closely with sanitation and QA. At Select Milk, construction delays compressed the schedule, and Sika supplied material in totes to speed up mixing so our crews could cover large areas at a time.

Frequently asked questions
So is epoxy USDA compliant?
No product is "USDA compliant" on its own. An installed floor complies if it's impervious, cleanable, durable, drained, and kept in good repair. Epoxy can meet that in some rooms. In hot washdown or thermal shock areas, urethane cement usually performs better.
Do we need antimicrobial additives?
They're available in many systems. Treat them as a supplement to sanitation, never a substitute for it.
Can you install while the plant is running?
Usually, yes, with phasing and fast-return systems. We'll build the sequence around your production and sanitation schedule.
What do auditors actually flag?
Cracks, damaged or missing cove base, pooling water, and deteriorated patches. In other words, anything that stops a floor from being cleaned or kept in good repair. If your floor already has those problems, here's how to decide whether to recoat or remove it.
